I must say this is all speculative at this point and the only real reason to offer a firmware at this point is to fix the international support issue. The voice recording and file storage has been rumoured since 1.01 and has yet to materialise, so at this point it's one of those if you keep saying it it will eventually happen type of things. A new firmware may add more support for the upcoming official app dev pack, but it's all just guesses at this point.

Firmware 1.1.3 is adding 2 important features (disk use and voice memo) but none of them need a bootlader update, and since apple noticed that bootloader 4.6 is so far uncrakable I really doubt they are gonna update it.
