Sounds practically impossible. You would at least need a way to set permissions on the files, and if you don't have OpenSSH, Cydia or Installer on your phone, you probably can't do that.
There used to be a solution called ibrickr, but I doubt it would work with 2.x firmware and a 3G iPhone. Maybe QuickPwn, if you manage to insert a suitable bundle into it.

With Cydia installed, it's not a problem. Download the .deb files for OpenSSL and OpenSSH. Install them, in that order, using this procedure: How do I load Boot nuter thru itunell - Page 2 - Hackint0sh
