Missing "Set Automatically" in Date & Time

I have two identical 2G ver. 3.0, and one of them is not keeping correct time, after further comparison I've notice it's missing "Set Automatically" setting.
Anyone knows what's causing this? and how to corrected.

I believe the set automatically is related to having location services on and also probably getting the phone to locate itself once.

That might be the difference.
