My friend is with a 3Gs with 3.1.3 firmware, what is the best way to jailbreak/unlock?
We were trying to downgrade the firmware to 3.1.2 but we're getting stuck on that.

I was looking and I assume that 3.1.3 firmware is not possible to jailbreak/unlock!
He restored his iphone using the normal Itunes 3.1.3.
Is there any way that he can downgrade to 3.1.2 and then jailbreak with redsnow and unlock with blacksnow?

If you have upgraded, restored to OS 3.1.3 or bought an iPhone with OS 3.1.3 there is no unofficial unlock available. Some carriers offer an official unlock option (usually expensive).
Jailbreak is possible if you can legitimately activate the iPhone (ie you can borrow a SIM card from the carrier your iPhone is locked to. See Spirit Jailbreak 3.1.3 or 3.1.2
Downgrade of baseband (the part needed for unlock) is not possible on a 3GS at all. Even if you manage to downgrade the OS, that will not downgrade the baseband.
In your case, it is very likely you cannot downgrade the OS either (you need to have purchased the iPhone before Feburary and backed up the SHSH for 3.1.2)
