If you did a reset all device settings and erase content, then the iPhone did just that -- it reset all device settings and erased all content. By design, the device needs to be re-flashed with firmware after a content erase. If you have completed the full erase and do not have a 3.0.1, 3.1, or 3.1.2 SHSH on file, your only option at present is to restore the factory 3.1.3 OS onto the device, upgrading the baseband to a presently NOT unlockable version and upgrading the OS to a presently NOT jailbreakable version.
If you have any of the SHSH's on file, use the SHSH + Firmware Umbrella or Saurik's server to complete an upgrade to that firmware.
