If you can't activate through iTunes, you'll need to use one of the jailbreak tools in order to hacktivate. redsn0w can do this and PwnageTool can create an .ipsw that is pre-hacktivated. Once this is done and you've broken out of the activation jail, it is recommended that you research and utilize SAM (Subscriber Artificial Module) to de-activate and re-activate, as the hacktivation can cause problems with GPS/YouTube/Push Notifications/Battery Life. SAM fakes iTunes into legitimately activating your device even if you have another carrier's SIM card in it.

While just using redsn0w or PwnageTool will get you hacktivated and solve your problem, you really do want to press onward and investigate SAM -- in most cases you'll experience less than pleasant results in attempting to use some of the solutions I mentioned above if you have not "legitimately" activated using SAM.

It's also worth mention that since you're using the iPad baseband, any restore you do will need to be kicked out of recovery mode -- this was detailed in the posts about the iPad baseband as something you'd need to do for the future of the device -- if you didn't read those instructions yet, I'd recommend doing so before you start playing around -- it's very easy to turn bad into worse if you're not sure what you are doing or should be doing.
