I have 3G using 3.1.2 jailbroken and I have cydia and installus installed.
I am running on baseband 05.11.07

I would like to know how to make my 3G phone faster in running apps.... without causing any other harm to iphone.

We don't support pirates here. My recommendation is that you should stop pirating software - it's impossible to be sure that the pirated software is 100% safe (and it could be the reason for your 3G running slowly)

The 3G has only 128MB of memory and this is it's primary limiting factor - however 3.1.2 should run pretty fine on this device (so it's likely something you have installed - pirated software or a memory/processor intensive tweak via Cydia)

my question was going from 3.1.2 to higher like 4.2.x or 4.3.x would make iphone slower or faster.

4.0 and up generally run slower on iPhone 3G than the 3.1.X firmwares. Although 4.1/4.2.1 are much better than the 4.0/4.0.1/4.0.2 firmwares.

Do I have to update the baseband from 05.11.07 to either 05.14 or 05.16 while updating to 4.2.1
Currently phone is unlocked though.

If you want to stay unlocked no, do not update your baseband. You would need to make a custom 4.2.1 with pwnage tool or snowbreeze in that case to preserve your baseband.
