Search for SQLite3.dll on your machine and see if you find any copies in the windows directory. Try renaming these and see if your problem goes away.
I am nearly sure you have some 3rd party software that is interfering.
I'm having the same problem and when i searched that a winrar file poppoed up and when i try to open it it wont let me it says that it is damaged or unknown format.
