Doesn't the application launch at all? Have you tried launch different apps that you copied over the same way?

Hotspot Shield should work the way you described it. But to make it launch, you have to install firefox as well. The first time you start firefox, it asks you to set it as default web browser: say yes!
Then launch HSS and it should ask you to confirm the installation, then it should open a new firefox browser window with this url: 127.0.0.1:895/config/?action=connect. Wait till you see a green "connected" in the browser window - that's it.

From now on HSS runs at system boot. To connect you can use a script or CouchSurfer to load 127.0.0.1:895/config/?action=connect to connect or 127.0.0.1:895/config/?action=disconnect to disconnect.
The advantage of using CouchSurfer is that you get a confirmation to the selected action.

perhaps the access rights are wrong. SSH to your appletv and enter "cd ~/Applications". Then try "sudo chmod -R 755 *" and enter "frontrow" as password.

Perhaps this helps. I never had this problem, because I never used windows to copy over an application.

Is the program listed in nitoTVs application menu?

I just wanted to app to the discussion that HotSpot shield now has a client-less version. So you can use the service without installing the app. They have given the server details that you can use with any VPN app.

Just Google for HopSpot shield client-free.
