maybe you still have some leftovers from the mobileconfig stuff. Try the following. On the iPhone goto "Settings>General>Network>Mobile Network Data". Scroll down, you shoul see something like Reset setting, tap on it. The iPhone then will rely on the carrier bundle only. Reboot the iPhone and try again: Connect iphone and your PC, start tethering or at least look for the tethering switch

You dont have to reinstall 3.1.2 - no need for doing so
