It should be possible, but it depends on the store "rules". If they're low on stock they'll likely want to sell it tied with a contract (especially Vodafone stores) so it'll be one a person.

See above. It should not be necessary, but it depends on the store. Last year I bought a few 3G's and in some stores I had no problems buying multiple phones, in other (mainly the "official" TIM centres) they had to register the SIM card with the name of the buyer, and it had to be resident in Italy.
Hopefully this year things are more relaxed. Just look around on different TIM/Vodafone/3 stores and ask. If you're near Rome you can also go directly to the Apple Store, I'm sure you won't have any problems at all there.
