I copy that.
But even if you would create such a bundle for PwnageTool, there is one more thing. Open SSH needs OpenSSL installed and - as far as I can recall - BSD aswell.
If you use Cydia, you can watch it during OpenSSH install: OpenSSL gets installed first. (BSD is part of Cydia so it does net need to be installed when Cydia is on the iPhone)
If you use Installer to install OpenSSH, first BSD, then OpenSSL then OpenSSH is installed.

IF possible it would really be a challenge to make all those package bundles and get them executed in the correct way.
